...has exceeded maximum reapplication retries

I have multiple devices that are sitting with 5 or more patches that are not installed. Here is excerpt from the log:

As you can see, the retry count has been elevated to 31 (from default 4) as it was suggested here (FYI, that isn't an explanation nor solution so why mark it that way?):
