Creating same location configuration on different groups

Hello,

We have hundres of groups (each group = each location with its own GUP) in our SEPM. (Multiple Explicit GUP table doesn't work for us)  We finally have subnets that are used by our VPN clients.  We would like to create 2 seperate location for VPN and foreign networks under each group.  Same information with same conditions.  Do we have to do this thousands of times or is there  a way to add these extra locations .  Group inheritance can not be used in our network.
